Earlier this month, the office of Lao Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance that calls for changes in the country’s legal lottery system. According to the new rules, drawing times will be reduced from two to one a week and winnings will be handled more transparently. In addition, informal football lotteries and lottery chances sold through short messaging services will be shut down. The move is aimed at improving transparency and combating widespread allegations of corruption in the industry. Xia Rattanakone, an American citizen who grew up in a Laotian orphanage in the 1960s and 1970s, told RFA that she plans to donate some of her winnings to the people who raised her.
