On Aug. 17, prime minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the state lottery system, asking it to work with authorities to more closely monitor lottery operations and handle winnings more effectively. Among other things, the directive will reduce the number of drawing days and require that winners sign official documents when they collect their prizes. It will also close informal football lotteries and prohibit people from purchasing lottery chances via short messaging service (SMS).
