Laos, a nation of verdant mountains and rivers, nurtures a unique tradition – the lottery. It is more than a simple announcement of winning numbers; it is a fascinating interplay of number combinations and animal symbols that captures the human fascination with luck and fortune.
The lottery is an important source of revenue for the church and its charitable works. But it was not without its critics. In the 18th century, the royal authorities sought to control the lottery business by limiting its prize offerings and requiring that it be conducted only in designated venues. But it proved impossible to shut down this vital source of income.
During the last few years, lottery participation has increased rapidly across Europe and Asia. But it is essential that we keep in mind its nature as a form of gambling and always play responsibly, cognizant of the fact that the scales of luck can tilt either way.
In order to ensure the integrity of state-run lotteries, the Ministry of Finance has issued a directive on Aug. 17 asking the Ministry of Public Security to collaborate with the state lottery supervisory agency to better manage the process and address allegations that some players are illegitimately purchasing tickets. The directive also asks that state lotteries be reduced from two to one drawing a week and that winnings be handled in a transparent manner.
