The state lottery is a vital source of revenue for the government, and the money is used to fund a number of social services, including statewide education. But the popularity of the lottery has also led to illegal gambling and fraudulent activity. In response to these concerns, the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 requesting that the Ministry of Finance, which oversees the legal state lottery system, work with police to address the issue. The directive states that the number of lottery drawings should be reduced and that winnings must be handled in a more transparent manner. It also requires that the police be tasked with tracking and prosecuting illegal lottery activities.

A recent case in point involving the Laos Lotto illustrates how the lottery can be misused when it is not managed properly. A woman who grew up in an orphanage in the turbulent 1960s and ’70s says she and her husband plan to donate some of their $55 million lottery jackpot to help her family back home.
