The Laos state lottery has been a major source of funding for religious congregations, as well as many other civic groups. Until recently, however, the legality of the lottery was called into question due to corruption and other scandals. On Aug. 17, Prime Minister Thongloun Sisoulith sent a directive asking the Ministry of Finance, which oversees the country’s legal state lottery, to work with the police to improve transparency and management of the lottery. Specifically, the government intends to reduce drawing times from two to one each week and close informal football lotteries and lottery chances purchased via short messaging service (SMS).
