With this in mind, the government has recently made changes to its state lottery operations in an effort to ensure that players are not exploited or scammed. On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive asking the Ministry of Finance, which oversees the legal state lottery, to work with the Ministry of Public Security to better manage the issue. The directive stipulates that drawing from the state lottery will be reduced from two to one per week, with prizes being handled in a more transparent manner. It also mandates that informal football lotteries and lottery chances purchased through short messaging service will be closed down.

Xia Rattanakone, a 44-year-old woman who grew up in an orphanage during the turbulent 1960s and ’70s, plans to donate part of her $55 million lottery prize to her family back home in Laos. She and her husband plan to retire from their jobs — his as an aide in Seattle Public Schools, hers as a temporary worker at Nintendo of America — and travel.
