Hanoi Lotto is one of the most beloved lotteries in Vietnam, drawing twice weekly and providing ample opportunity for excitement-driven gameplay from all backgrounds – students, employees and retirees alike all participating.
Lotteries are simple games of chance in which players select numbers at random to attempt and win the jackpot prize. Tickets may be purchased both online and at physical retail locations; winnings will then be deposited directly into their player account and reported to the IRS; additionally, any winnings must be subject to progressive personal income tax as they accrue over time if one wins the lottery.
Many Vietnamese have become dependent on hanoi lotto, posing a serious risk to both their health and finances. Furthermore, the game attracts illegal gambling operators who compete with government-regulated lotteries, drawing players away from these official lotteries resulting in lost revenues for governments.
Even so, lottery remains an indispensable source of income for many Vietnamese poor citizens like Phuoc and his mother. On lucky days ticket sellers such as him can make as much as VND230 000 (10 US-Dollars) selling lottery tickets – instead of engaging in socially disapproved acts like beggaring. While southern lottery companies enjoy sales rates between 98%-100%, ticket sellers like Phuoc bear all business risks personally.
Vo says his primary concern with regard to money is safeguarding it for others in his family and other refugees living in his city, and has received offers from real estate agents and businesses who would offer luxury items at reduced prices since his arrival in the US – yet he’s hesitant, fearing they may cause trouble and lose it all.
Wayne Luk, a social worker from the Center for Southeast Asian Refugee Resettlement, believes Vo’s hesitance to accept his winnings is indicative of the difficulty with assimilation and acculturation many Vietnamese immigrants encounter in America. Luk believes similar concerns over law enforcement and financial security were present prior to winning any lottery prizes; so he anticipates they may still exist even once won.
