It was a time of conflicting viewpoints in the late 1960s when the Canadian city of Montreal decided to introduce a new lottery system that would allow players from all over the world to participate. Federal government ministers argued the system was illegal, while Montreal mayor Jean Drapeau defended it as a voluntary tax that did not contravene laws against gambling. In September 1968, the Quebec Appeal Court ruled in favour of Drapeau and Montreal’s lotteries were allowed to continue to operate.

For the most part, the lotteries have operated without any major problems, with a few hiccups. The last big controversy was in the early 1990s when some provincial governments merged their lottery operations with Canada’s national one. This sparked a political battle in which the federal government tried to assert its authority over provincial jurisdiction. Eventually, the dispute was resolved by a Supreme Court ruling in 1994 that established that each province has the right to operate its own lottery systems.

A recurring theme in the lotteries is a suspicion that officials are rigging the results to avoid large pay-outs. The winning numbers from a drawing, for instance, might appear on tickets for only an hour before the draw is scheduled to take place. In other cases, numbers that are considered unlucky disappear entirely from purchased tickets. For example, the number 09 disappeared from bought tickets on Oct. 14 in the wake of a drawing that was announced as 509, according to a source with knowledge of the matter.
