Laos Lotto – Rigging the System

Lotteries are games of chance wherein participants purchase lottery tickets with hopes of winning a prize. Each ticket contains its own combination of numbers that will be randomly drawn during a drawing; winners could walk away with large sums depending on how many matching digits appear in their winning combination, some prizes even multipliing players’ bet thousands of times!

Cheng Saephan is an immigrant from Laos who moved to Portland 30 years ago, where his wife Duanpen and he settled. They will divide the prize equally with Laiza Chao, their friend who contributed $100 towards buying tickets with them. Prior to the drawing, Saephan prayed every night for luck to come his way, which ultimately did come his way.

Laos lottery officials have been accused of manipulating winning numbers to reduce large pay-outs, according to sources within Southeast Asian nation. Drawings held three times each week by Laos’ national lottery often display unlucky or unlikely numbers such as 509 from Oct 14 this year as witnessed by RFA’s Lao Service resident in Vientiane.

Players can select up to three numbers between 0000 and 9999 from the range of 0000 to 9999 before choosing from three modes of play; Quiniela/Single, Pale/Double or Tripleta/Tripleta; prize awards will depend upon which modality has been selected by each player.

Laos offers other forms of gambling such as Keno and Bingo which provide smaller but still significant financial returns, and lottery players could even win themselves a car or home! All adults may take part in Laos lottery; foreigners with legal passports or visas can even join!

Laos lottery is a nationally organized multi-tiered game of chance with proceeds used for social welfare programs and building community sports facilities. According to Ministry of Finance reports, tickets totaling 382 billion yuan were sold. Funds not used for overhead and prizes are carried forward into the next drawing, while a small percentage goes into a “Snowball pool.” This system grants out large jackpots on public holidays; your chances of winning the lottery are approximately 14 million to one. Laos residents can play the lottery for free, while non-residents needing entry can buy a passport or visa to gain entry. Foreigners are permitted to gamble at casinos located within Special Economic Zones that have been leased by the government in order to promote foreign trade. Laos currently boasts three casinos operating within its borders offering popular gambling games. Gambling remains illegal elsewhere within Laos – although several offshore online casinos accept players from Laos.
