Unlike other forms of gambling, the Thai lottery is strictly regulated by the government. Lottery tickets are pre-printed, include a variety of anti-counterfeiting features and can only be purchased in “ticket pairs.” A guest called the Draw Chairman randomly selects balls (numbers) to initialize each drawing machine. Guests are allowed to inspect the equipment and look for anomalies, but not to touch the actual balls.
The Thai government lottery is available to both citizens and foreigners. However, winners must be in Thailand to claim their prizes. They must present their winning tickets and either a valid Thai ID card or passport. They will then be given a queue number and asked to wait until their turn to claim the prize.
While the chances of winning are relatively small, the prizes are substantial. In some cases, a single ticket can earn up to ten million baht. The second prize is six million baht, and the third is two million baht. Other prizes are one million baht for matching the first three digits, and 500,000 baht for matching the last two digits. There is also a bonus prize of 22 million baht. All winners are subject to a 0.5% stamp duty on government lottery winnings and 1% stamp duty on charitable lottery winnings. This is collected by vendors, who are required to pay it on behalf of the winner. In some cases, winnings are paid in a lump sum; in others, the winnings are distributed over time. Some winners choose to hire an attorney to set up a blind trust for them, so that their identity is kept anonymous and they can avoid the social stigma and jealousy associated with winning a large lottery prize.
